Aerospace, Maritime, Pharmaceuticals & Medical Equipment, Aluminium & Fabricated Metals, Fast Moving Consumable Goods, and Machinery and Equipment are the six main subsectors targeted by the strategy.
The five main goals are as follows:

- Knowledge-based innovation to increase knowledge depth and innovation.
- Global business headquarters to establish yourself as the preferred manufacturing platform for multinational corporations.
- Environmentally and energy-efficient manufacturing to Encourage environmentally and energy-efficient manufacturing.
- Adopting Islamic standards creates a focal point for the global market for Islamic products.
